Paraguay and Argentina Sign Agreements on Cross-Border Child Restitution and Safe Returns

Paraguay and Argentina have signed agreements aimed at making cross-border legal procedures more predictable, including cases involving children and adolescents.

The agreements were signed in Buenos Aires by Paraguayan Foreign Minister Rubén Ramírez Lezcano and Argentina’s Foreign Minister Pablo Quirno at the Argentine Foreign Ministry. They cover two areas of international legal cooperation.

The first treaty establishes mechanisms for one country to recognize and enforce judicial decisions issued in the other, subject to the conditions set out in the agreement. The Paraguayan Foreign Ministry said the framework would provide greater security for people and businesses with legal ties in both countries, while making judicial cooperation faster and more predictable.

The second agreement concerns international child restitution and safe returns. It is intended to strengthen coordination among Paraguayan and Argentine authorities in cases involving children and adolescents from the two countries.

Ramírez Lezcano described the instruments as evidence of “the firm commitment between the Republic of Paraguay and the Republic of Argentina to deepen our strategic alliance through efficient legal tools with a major impact.” He said legal certainty supports predictability and confidence between states, economic development, investment, efficient justice administration and citizens’ well-being.

The Paraguayan ministry linked the agreements to the movement of people and goods, economic and commercial ties, and the constant flow of capital across a heavily interconnected border. It said the new framework would give authorities clearer rules and allow more effective responses through international legal cooperation.
