Paraguay comptroller candidate proposes 'useful' office, emphasizes technical skill

Leandro Villalba, a candidate for Paraguay's comptroller general, has outlined his vision for a more effective and citizen-oriented institution. Currently the director of Forensic Auditing at the General Comptroller's Office (CGR), Villalba is one of 42 contenders for the top position.

In an interview, Villalba stated his primary goal is to transform the oversight body into an institution that is "useful for the people." He believes the CGR should produce vital information to enhance public decision-making, strengthen control over state expenditures, and actively contribute to the fight against corruption.

Villalba argues that audits should extend beyond merely identifying irregularities. He envisions them as powerful tools for correcting public policies and optimizing the management of state resources. As an example, he cited how observations made by the Comptroller's Office regarding the old School Feeding Program led to the subsequent implementation of the Hambre Cero (Zero Hunger) program, demonstrating the transformative potential of audits.

He stressed that public discourse should focus on identifying which programs require increased funding, which need adjustments, and how to boost productivity within the state apparatus. Villalba also acknowledged the impact of emerging technologies on public institutions and control mechanisms. He noted that Paraguay is witnessing the consolidation of a more critical and demanding citizenry that expects better public services and tangible results.

Given this context, Villalba asserted that the selection of the next comptroller should prioritize preparation, experience, and technical ability over political affiliation. "The debate focuses almost exclusively on party affiliation, neglecting the merits and preparation of the candidates," he criticized. Villalba also defended the work of the Forensic Audit Directorate, explaining that its role is to analyze evidence gathered during audits to determine if there are indications of patrimonial damage.
