Paraguay’s 2026 municipal elections: who can vote and how the rolls work

Paraguay’s municipal elections are scheduled for October 4, 2026, when voters will choose mayors and municipal council members in the country’s 262 districts and in Asunción for the 2026-2031 term.

The Superior Tribunal of Electoral Justice says Paraguayan citizens can vote if they appear in the Permanent Civic Registry and are not legally disqualified. Foreign nationals with permanent residency can also vote if they meet the legal requirements. Paraguayans living abroad, however, do not participate in municipal elections.

The rules also cover young voters reaching the age of majority. Anyone who turns 18 by the day before the election will be added automatically under the automatic registration law and can vote without completing another procedure. Those who turn 18 on election day or later must wait for the next election.

Voters who have moved can visit the electoral registry office nearest their new address to update their information and request a new polling location. The deadline for that change to take effect in the 2026 municipal elections has already passed. The request will remain recorded, but the change will apply only from the next elections, so voters will use their previously assigned location this year.
