Paraguay's DNIT reviews special regimes for increased revenue ahead of 2027 budget

Paraguay's National Directorate of Tax Revenue (DNIT) is collaborating with the Ministry of Economy and Finance to prepare revenue estimates for the 2027 National Budget. The agency is focusing on enhancing tax collection by scrutinizing special economic regimes rather than increasing tax rates.

Óscar Orué, the national director of Tax Revenue, and Braulio Ferreira, the executive manager of DNIT, explained that they are analyzing specific regimes, including those related to maquila and investments, to assess their impact on public finances. Ferreira emphasized that the directive is to avoid raising taxes, but rather to identify potential for increased revenue within existing frameworks.

In parallel, the DNIT is advancing a declaration scheme for crypto assets. Orué stated that taxpayers involved in crypto operations will be required to declare their income from these activities by February of next year. Ferreira added that the initial goal is to gather data for subsequent controls and to identify operations that might be operating outside of tax legislation.

The DNIT is also monitoring the impact of the low dollar exchange rate on customs revenue. The agency is developing technological tools to identify taxpayers engaging with crypto assets, which will facilitate targeted fiscal inspections and ensure that the sector's tax payments align with its actual economic activity.
