Paraguay's SIARA system enables over 33,000 entities, processes 87,000+ requests

Paraguay's Ministry of Economy and Finance (MEF) is steadily advancing the implementation of its Integrated System for Administration of Performance Records (SIARA). Since its launch on January 2, 2026, the system has successfully enabled 33,375 legal persons and structures, processing a total of 87,518 operations, including 58,625 requests for legal representative registration and 28,893 communications from the Administrative Registry.

María del Carmen Benítez, the Director General of Legal Persons and Final Benefits at the MEF, explained that SIARA's gradual implementation is designed to ensure a smooth and secure transition from the previous platform, SIMPLE. This phased approach allows for the orderly incorporation of different categories of legal entities.

The rollout began in January with Non-Profit Organizations (OSFL), which now exclusively use SIARA for registering their legal representatives and communicating their Administrative Registry details, in compliance with current legal provisions. In March, corporations (Sociedades Anónimas - SA) and limited liability companies (Sociedades de Responsabilidad Limitada - SRL) were integrated. However, these entities continue to use the older platform for certain corporate communications while the MEF develops additional functionalities for SIARA.

Since May, SIARA has also been accommodating the registration of legal representatives and administrative registry communications for simpler partnerships, limited partnerships, limited partnerships by shares, branches of foreign companies, and general partnerships. This means both SIARA and the older platform, SIMPLE, are currently operational concurrently for specific procedures and entity types. The MEF is committed to progressively incorporating all remaining categories and functionalities to fully transition all administrative processes onto the new SIARA system.
