Paraguay's tax authority regularizes over G. 13 billion in debts via payment plans

Paraguay's National Directorate of Tributary Revenues (DNIT) reported a significant effort in June to regularize tax debts, processing over G. 13.3 billion (approximately US$ 2.2 million) through its payment facility program. This initiative, established by Decree No. 5154/2025, aims to help taxpayers settle their outstanding obligations.

In June alone, the DNIT granted 226 payment facilities and processed 28 cash payments. Initial down payments from taxpayers totaled G. 1.3 billion. These figures are part of a broader push to regularize fiscal obligations under the exceptional and temporary decree, which is set to expire on August 31st.

Since the program's inception, the total amount of tax debts regularized has surpassed G. 108 billion (around US$ 17.8 million) as of July 13, 2026. During this period, 2,226 payment facilities were approved, assisting 1,228 taxpayers. Of the total regularized amount, G. 54 billion (50.02%) corresponds to debts in judicial proceedings, while the remaining G. 54 billion (49.98%) are administrative debts.

The report highlights that small taxpayers are the primary beneficiaries, accounting for 66% of the regularized amount, totaling G. 71.3 billion. Medium taxpayers represent 21% (G. 22.3 billion), and large taxpayers make up the remaining 13% (G. 14.3 billion). The DNIT stated that the payment facility regime is designed to offer viable alternatives for taxpayers to meet their fiscal responsibilities and foster a culture of voluntary tax compliance.
