Paraguayan police say evidence links Marset’s former secretary to drug trafficking

The capture of Dionisio Manuel Cáceres Cabrera, known as “Manu,” has given Paraguayan investigators what they say are important pieces of evidence in the case against Sebastián Marset’s former secretary.

Paraguay’s anti-narcotics chief, Mario Vallejos, said authorities found material linking Cáceres to drug trafficking. He said the evidence supports the hypothesis developed by police and prosecutors that Cáceres occupied a significant position in the criminal structure allegedly built in Paraguay.

Cáceres, 38, had been wanted since February, after the first phase of the Nexus operation. Authorities arrested him on Sunday, September 6, under a judicial warrant. “Today we concluded an important phase so we can move forward in line with the evidence seized,” Vallejos said. “We have obtained elements that confirm the hypothesis we share with the Public Prosecutor’s Office about this person’s involvement as a considerable link in the illegal drug-trafficking chain.”

Investigators also associate Cáceres with Paraguayan football. He served as sports manager of Rubio Ñu and allegedly helped Marset establish football connections. According to the investigation, he may have managed sporting activities with money linked to Marset and helped facilitate the Uruguayan’s arrival at Deportivo Capiatá.

Nexus II is focused on locating people allegedly connected to the former organization Marset set up in Paraguay. The investigation continues to identify and prosecute suspected members of that structure and to examine whether cocaine routes attributed to the group may have been reactivated.
