Paraná PT asks Federal Police to investigate congressman for alleged bank favoritism

The president of the Workers' Party (PT) in Paraná, state deputy Arilson Chiorato, has filed a factual notice with the Federal Police (PF) to investigate federal deputy Filipe Barros (PL-PR) for alleged favoritism towards the Master bank. Barros, who is a candidate for the Senate in Paraná, had previously approached the PF's superintendence in Paraná in June, but the process did not advance.

Now, the request has been formally submitted in Brasília, as Barros holds privileged jurisdiction. The complaint cites Barros's actions in the Chamber of Deputies that could benefit Daniel Vorcaro's bank. A key example is a bill seeking to raise the Credit Guarantee Fund (FGC) coverage from R$250,000 to R$1 million. This text was identical to an amendment proposed by Senator Ciro Nogueira, which the PF reportedly identified as the "Master amendment," allegedly orchestrated and written by the bank itself.

There is suspicion that Barros is part of the "DV Project," a disinformation campaign allegedly orchestrated by Vorcaro with connections in politics and among influencers. Another accusation is that, as president of the Chamber's Foreign Relations Committee, Barros submitted requests to summon the presidents of the Central Bank (BC) and the Securities and Exchange Commission (CVM) to testify before the committee, despite the lack of relation to the committee's focus.

Chiorato stated in an official letter to the PF that a committee focused on foreign relations and national defense had been converted into a forum for scrutinizing internal regulatory decisions directly affecting a specific financial institution in crisis. Based on this information, the PT state deputy requested the PF to investigate whether parliamentary mandate instruments were potentially used to serve private interests. The factual notice also seeks an investigation into possible coordinated action with then-deputy Eduardo Bolsonaro (PL-SP) and potential financial kickbacks.

The document requests diligence to identify the origin of legislative drafts and any contact with representatives of Banco Master. Chiorato emphasized that he does not intend to violate Filipe Barros's parliamentary immunity but aims to protect against the use of this privilege for potential criminal acts. He asserted that material immunity does not cover conduct that, under the guise of legislative acts, constitutes a means of executing a crime, particularly soliciting or receiving undue advantage, sponsoring private interests before the administration, or money laundering.
