Parliament lawyers say Anušauskas’ proposals may conflict with the Constitution

Parliamentary lawyers say proposals by Lithuanian lawmaker Arvydas Anušauskas may conflict with the Constitution.

Anušauskas has proposed new safeguards for the civil service aimed at reducing hiring based on political connections. One proposal would change how temporarily acquired work experience is assessed. Such experience would not qualify if the requirement appeared after the temporary job began or was later changed.

The lawyers say the measure could restrict some people from entering the civil service on equal terms. They therefore believe it could conflict with the constitutional principle of equal rights.

They also question another proposal, which would treat a competition as carrying greater risk when only one person takes part. Anušauskas has additionally proposed further checks in recruitment competitions.
