Peru: Sister of Suspected Arson Mastermind Arrested in Deadly Fire Case

Peruvian police have arrested Fabiola Ureta and her partner, Fabián, who are the sister and brother-in-law of Yessenia Ureta Vargas, alias 'China Yessenia.' She is considered the alleged mastermind behind an arson attack that resulted in the deaths of 10 people, including five children, in the La Victoria district of Lima.

The fire erupted five days ago in an apartment building on Pisagua street in the Manzanilla urbanization. Initial police investigations suggest the blaze was deliberately set. Security camera footage reportedly shows two individuals on a motorcycle arriving at the scene. One suspect allegedly set fire to an electric mototaxi parked outside the building, causing the flames to spread rapidly throughout the structure.

Investigators are pursuing the theory that the arson was an act of retaliation. It is believed to stem from a conflict between two informal transport groups, Los Vikingos and Las Cachinas, who are vying for control of territory for electric mototaxis operating near the Gamarra commercial hub. 'China Yessenia,' allegedly a member of Los Vikingos, is suspected of ordering the attack after her group lost a recent confrontation.

Police have intensified efforts to apprehend the two individuals seen fleeing the scene on the motorcycle. The arrests of Fabiola Ureta and Fabián are part of the ongoing effort to dismantle the network involved in the deadly attack and bring those responsible to justice.
