PF Intelligence Report Reveals Internal Division over Lulinha and Suggests Disciplinary Probe

A Federal Police intelligence report released by Supreme Court Justice Alexandre de Moraes exposes an internal split over the investigation involving Fábio Luís Lula da Silva, President Luiz Inácio Lula da Silva’s eldest son. It criticizes how reports about Lulinha were produced and suggests referring investigators’ conduct to the police inspectorate.

The document describes itself as having “no evidentiary value” and says it cannot be used to support accusations of wrongdoing. In several passages, it classifies the information as having “low or moderate” reliability because it rests only on verbal accounts.

The report was produced by an intelligence unit linked to the Coordination of Inquiries in the Higher Courts. It was initially sent only to Federal Police Director-General Andrei Rodrigues. The unit called the evidence mentioning Lulinha in the investigation into suspected diversions at Brazil’s National Social Security Institute, or INSS, “fragile.”

It says a new Federal Police team took over Operation Sem Desconto in May, amid suspicions of interference in the case, and reviewed the previous work. The intelligence report criticized an earlier document covering references to Lulinha and trips he took with lobbyist Roberta Luchsinger and businessman Antônio Camilo Antunes, known as the “INSS Bald Man.” That report compiled facts found about all the people mentioned in the investigation, not only Lulinha.

Even so, the intelligence document said Lulinha was not yet formally under investigation. Producing a report focused on him created a “reputational risk,” it said, because the document became available in the case files. It also said the phase that led to search and seizure proceedings against Luchsinger, and to the first suspicions involving Lulinha, was internally named Operation Elli. The name was pronounced like the letter L, which the report considered an improper reference to Lulinha.
