Barking sounds rang through Poland’s Sejm as Deputy Prime Minister and Defence Minister Władysław Kosiniak-Kamysz addressed the chamber on Friday, September 4. The noises came from benches occupied by Law and Justice, or PiS, lawmakers.

Videos published by TVN24 showed PiS lawmaker Dominika Chorosińska imitating a dog. Interior Minister Marcin Kierwiński said the incident began with her conduct, calling it something he had never seen before in the chamber.

PiS deputy leader Tobiasz Bocheński apologized when asked about the behavior. “I can apologize. It should not have happened,” he told Polsat News, adding that political standards had deteriorated and that his party should not follow that trend.

Kosiniak-Kamysz condemned the incident on X, saying the party’s contribution to a constitutional debate had become barking from the parliamentary benches. Chorosińska later responded on the same platform: “The only language Donald Tusk and Władysław Kosiniak-Kamysz understand is the barking of dogs from Kłodzko.” She did not explain what she meant.

The disruption occurred during a debate before parliament voted 226-0, with 219 votes needed for an absolute majority, to choose Maciej Berek as a judge of Poland’s Constitutional Tribunal. Presidential Chancellery chief Zbigniew Bogucki had questioned whether Berek met the required professional-experience rules.
