Concerns have emerged that the People's Liberation Army is studying methods to paralyze Taipei, a development that has spurred discussions on enhancing the city's resilience. Wang Hong-en, an associate professor of political science at the University of Nevada, Las Vegas, shared an article on Facebook indicating this research, which was subsequently reported by the Liberty Times.

In response, Shen Po-yang, a candidate for Taipei mayor representing the Democratic Progressive Party, stated that the article aligns with his past research. He stressed the critical importance of building a resilient city, focusing on both hardware and software aspects. Shen elaborated that resilience involves improving infrastructure, such as pedestrian walkways and connectivity between key areas like riverside parks, markets, and cultural spaces.

Beyond physical infrastructure, Shen highlighted the significance of software elements, including fostering trust and emotional connections within community neighborhoods. Shen believes that by strengthening these community bonds and ensuring robust infrastructure, Taipei can effectively withstand various challenges, including potential disasters or the scenarios described in the reports.
