PNL Accuses PSD of Blocking Salary Law, Risks Romania Losing 770 Million Euros from PNRR

Romania's National Liberal Party (PNL) has accused the Social Democratic Party (PSD) of deliberately obstructing the adoption of a unified salary law, warning that the country faces the imminent loss of approximately 770 million euros from its National Recovery and Resilience Plan (PNRR).

PSD is knowingly blocking the adoption of the Unified Salary Law, and Romania is in imminent danger of losing approximately 770 million euros through the non-fulfillment of the related milestone in the National Recovery and Resilience Plan.

PNL stated that with only five days remaining before the deadline for fulfilling this PNRR milestone, the project remains unadopted. The liberal party asserts that PSD's repeated delays are not driven by a desire for a better legislative solution but are a calculated strategy to prevent the law's passage. "PSD is knowingly blocking the adoption of the Unified Salary Law, and Romania is in imminent danger of losing approximately 770 million euros through the non-fulfillment of the related milestone in the National Recovery and Resilience Plan," PNL declared in a Facebook post.

The party further criticized PSD for misleading citizens, pro-European parties, and the President of Romania, to whom they had allegedly pledged full support for PNRR normative acts. PNL pointed out that PSD has led the Ministry of Labor for nearly five years, yet its ministers failed to finalize the PNRR-mandated salary law during that period. "We remind that PSD led the Ministry of Labor for almost five years, during which the party's ministers DID NOT finalize the PNRR unified salary law," the post stated.

PSD has misled the citizens of Romania, the pro-European parties, as well as the President of Romania, in front of whom it assumed full support for the PNRR normative acts.

PNL outlined three major consequences of this blockage: the perpetuation of salary inequities for hundreds of thousands of public sector employees, the forfeiture of European funds tied to the PNRR milestone, and the continuation of salary promises without budgetary backing. The party emphasized that a new unified salary law is crucial not only for meeting PNRR conditions but also for correcting public sector salary disparities and establishing clearer rules based on responsibility, work complexity, and performance, without destabilizing the budget or sacrificing state investments.
