Prime minister orders further review of road traffic regulations

Prime Minister Le Minh Hung has ordered agencies to continue reviewing Circular 38 and Decree 168, the regulations governing road traffic order and safety. He also called for clearer public communication about the rules.

At a meeting on institutional reform, Hung said authorities must complete overdue legal documents and quickly prepare detailed regulations for laws and resolutions already passed by the National Assembly. Agencies must also prepare documents for about 45 draft laws and resolutions for the assembly’s second session, including legislation on land, housing, bidding, the state budget, investment, electricity, food safety and criminal matters.

To preserve macroeconomic stability and promote growth, the prime minister called for updated growth scenarios, identification of bottlenecks and tighter inflation and price management. He ordered the continued exemption, reduction or extension of taxes, fees and charges, along with a review of value-added tax refund procedures for exports.

Hung also called for faster processing of compliant businesses’ applications, stronger action against transfer pricing, full disbursement of planned public investment and further development of capital, corporate bond and stock markets. Monetary policy should remain flexible and closely coordinated with fiscal policy, while credit should focus on priority sectors and key projects and remain restricted in riskier areas.

The government was also instructed to support exports, infrastructure and balanced trade, accelerate major infrastructure and social-housing projects, and ensure textbook supplies. The Education Ministry must organize the new school year opening, restructure vocational and higher-education institutions, and protect support policies for disadvantaged students and ethnic-minority communities. A national campaign to search for and identify fallen soldiers’ remains will prioritize collecting samples from unidentified remains in cemeteries.
