Prolific offender jailed for indecent act in hotel hot tub, theft

A prolific British Columbia offender, Justin Wayne Collins, 49, has been sentenced to six months in jail for a string of offenses including committing an indecent act, mischief, and theft in Kelowna. The sentence was handed down on July 3 after Collins pleaded guilty to the charges.

Court documents reveal a pattern of behavior that has repeatedly brought Collins into conflict with the law. On February 16, just three days after his release from jail, Collins was found naked in the hot tub of the Delta Grand hotel after climbing over a fence. He was escorted off the property after being spotted by a woman with her young children. This incident occurred despite hotel staff and security being familiar with Collins and frequently asking him to leave.

Further offenses followed. Two weeks later, Collins attempted to steal food from a café on the hotel property over several days. On March 3, hotel staff suspected him of urinating on the floor and smoking crack cocaine in a bathroom, leading to him being told to leave. He argued with a staff member and attempted to follow her into the café before she secured the door. Police arrived after Collins had left.

Collins was arrested again and released on bail, despite the Crown's request for his detention. Subsequently, police received about a dozen calls for concerning behavior around town. On April 27, Collins stole a miniature chair cushion from a TD bank, an act the Crown described as mischief rather than theft due to the item's lack of value. He was arrested on May 13 and has remained in custody since. Prosecutors highlighted Collins' extensive criminal record, which includes 66 convictions, and noted that he has averaged a new offense every six days since January 2022, spending very little time in the community between offenses.
