Provincial election in a bind

Sri Lanka's provincial council elections are set to be further postponed as the country grapples with a series of legal complexities surrounding the electoral system. Reports indicate that the formulation of a suitable system will only proceed once these issues are rectified.

Minister Wajira Herath, who chairs the parliamentary special committee tasked with proposing a new election system for provincial councils, stated that several legal hurdles are impeding progress. The primary challenge lies in delimitation issues, which will necessitate certain amendments. Discussions involving officials from the Attorney General's Department and the Election Commission have taken place, leading to some agreements.

Adding to the urgency, members of the Parliamentary Forum for Youth are scheduled to meet early next month to discuss youth representation. The committee's final report is expected to be submitted to Parliament by the end of this year. Parliamentary sources suggest that the provincial council elections will likely be held next year.

Minister of Public Administration, Provincial Councils and Local Government, Professor Channa Jayaratne, indicated that once the special committee's report is received, it will be studied to facilitate the election. He emphasized that the government has no intention of delaying the provincial council elections. India has also recently urged the Sri Lankan government to hold these elections as soon as possible, alongside pressure from various political parties and other stakeholders within Sri Lanka.

Notably, elections for all nine provincial councils have not been held for over a decade. Consequently, all provincial councils are currently administered by governors, highlighting the prolonged absence of elected representation.
