Publish full CRC report — Citizens’ Platform

The Citizens’ Platform on Constitutional Reforms (CPCR) is pressing for the immediate release of both the government's stance and the complete report from the Constitution Review Committee (CRC). The CPCR reiterated its dedication to a constitutional reform process that is open, inclusive, and centered on citizens.

This development marks an important milestone in the country’s ongoing efforts to strengthen the 1992 Constitution.

Following the Cabinet's announcement that the Attorney General and Minister of Justice would publish the government's position paper this week, the CPCR welcomed this development as a significant milestone. However, the group stressed that releasing the full CRC report is crucial for fostering informed public discourse and constructive engagement as citizens prepare to understand the government's perspective on the committee's proposals.

Recalling its previous concerns about tight timelines for implementing constitutional amendments amidst a busy political season, the CPCR has called for the urgent publication of the full CRC report. They also seek a clear roadmap with timelines, details on the implementation committee, a legislative and referendum calendar, and a framework for sustained citizen participation and consensus-building.

As such, it remains imperative for the government's position on the Committee's recommendations to be communicated and subjected to public discussion in that spirit.

The CPCR views the constitutional reform as a national project and insists that the government's position on the committee's recommendations must be shared and discussed publicly. The credibility of the entire process hinges on the transparency, inclusivity, and accountability of how the government's position paper is presented and debated, not just its content.

Particular attention should be paid to issues such as the opportunities for public participation, the timelines for implementation, the sequencing of reforms, and the mechanisms through which consensus will be built on both entrenched and non-entrenched constitutional provisions.
