Pupuk Indonesia Urges Bangkalan Fertilizer Distributors to Follow Subsidy Rules

Pupuk Indonesia is pressing fertilizer recipients at handover points in Bangkalan to tighten records and follow new rules for distributing subsidized fertilizer. The appeal followed regulatory changes that took effect on Sept. 1, 2026, including a revised system for group redemptions.

Yoppy Sandi Julian, the company’s account executive for the Sampang and Bangkalan areas, said compliance at the handover points is essential to ensure that subsidized fertilizer reaches eligible farmers. He said every stage, from redemption and stock recording to reporting and delivery, must be orderly, transparent and accurate.

“PPTS play an important role as the frontline of subsidized fertilizer distribution. Therefore, we ask that every process be carried out transparently, accurately and according to regulations so that subsidized fertilizer reaches the right recipients and does not create problems later,” Yoppy said in a statement.

The updated rules, based on Agriculture Ministry Directorate General of Agricultural Infrastructure and Facilities Decree No. 32 of 2026, limit group redemptions to a maximum of 20 authorizing national identity numbers, compared with 30 previously. Represented farmers must belong to the same farmer group and be alive. Their original identity cards must be used, the power of attorney must be acknowledged by an agricultural extension officer, and the representative must accept responsibility for delivering the fertilizer.

For deceased farmers, an heir certificate applies only for the current year. Heirs seeking fertilizer the following year must report to an agricultural extension officer for registration, with the certificate acknowledged by the officer and the village head. The rules also change the amount that can be redeemed in one transaction, shifting from the farmer group’s full e-RDKK quota to the amount needed for a single planting season.
