Recsa, COMSA, and VISE win Saltillo-Nuevo Laredo train contract to build workshops and operational centers

A consortium formed by Regiomontana de Construcción y Servicios (Recsa), COMSA, and VISE has secured an international tender to construct essential complementary infrastructure for the Saltillo-Nuevo Laredo passenger train. Their winning bid amounts to 7.152 billion pesos. The awarded works encompass the construction of the Derramadero Integral Control and Administration Zone (ZICA), the Nuevo Laredo ZICA, the Las Torres Inspection Zone, the Salinas Victoria Maintenance Base, and the García Workshops and Garages. These facilities are deemed indispensable for the operation and upkeep of the railway system. This contract is part of a broader initiative to develop the Saltillo-Nuevo Laredo rail corridor. Previously, in September 2025, Grupo Carso, in consortium with Spain's FCC Construcción, won a contract worth 31.844 billion pesos to design and build a 111-kilometer section of the train line. ICA Constructora also secured a contract for 30.75 kilometers, valued at 11.150 billion pesos. In April, the same consortium of COMSA, Vise, and Recsa was awarded a contract to design and build four railway stations, Derramadero, Saltillo, Ramos Arizpe, and García, for the Saltillo-Nuevo Laredo passenger train, with a proposal of 890 million pesos. The latest tender saw the Recsa, COMSA, and VISE consortium achieve a higher overall score, with 91.70 points (41.70 technical and maximum economic), surpassing a bid from Impulsora de Desarrollo Integral, Aldesa, and China Civil Engineering Construction Corporation, which scored 88.84 units. The contract formalization is scheduled for June 22, with construction commencing on June 25. The authorized period for completing the work is 920 natural days. Five business groups participated in the tender, but only two met the minimum technical evaluation.
