Renovation funds for the rich again? Owners' Association wants to change state renovation money distribution

Estonia's Ministry of Climate has completed a national plan for renovating buildings by 2050, focusing on improving energy efficiency. However, the Owners' Association has voiced strong criticism, arguing the plan will disproportionately benefit wealthy homeowners.

The association contends that the renovation subsidies, intended to help those in need, are instead being funneled to individuals who already possess the financial means to undertake such projects. This, they argue, leaves the poorest citizens, for whom the support was originally designed, without necessary assistance.

Apartment building renovations have been particularly popular in Estonia due to the availability of state grants. The Owners' Association believes the ministry has failed to address the core issue of equitable distribution, suggesting that the current approach exacerbates existing inequalities rather than alleviating them.
