Riau Islands Province Projects Rp3.510 Trillion Budget for 2027, Focusing on Infrastructure and Welfare

The Riau Islands province (Kepri) is projecting a regional budget of Rp3.510 trillion for the 2027 fiscal year, with a strategic focus on developing infrastructure and enhancing community welfare. Governor Ansar Ahmad announced the projection during a plenary meeting at the local DPRD, outlining key financial targets and allocation plans.

Regional revenue in the same year is estimated at Rp3.480 trillion. Meanwhile, regional financing is projected to reach Rp18.27 billion net.

Regional revenue for 2027 is estimated at Rp3.480 trillion. The province anticipates net financing of approximately Rp18.27 billion, derived from the difference between financing receipts of Rp149 billion and financing expenditures of Rp131 billion. The governor noted that the financing receipts primarily stem from the second disbursement of regional loans from Bank Jabar Banten (BJB).

These projected funds are earmarked to support several multi-year strategic projects. Among them are the construction of an outpatient polyclinic at RSUD Raja Ahmad Tabib and the development of a National Language Museum and Monument on Penyengat Island. The financing expenditures include Rp20 billion in regional capital participation for Bank Riau Kepri Syariah (BRKS), with the remainder allocated for principal debt payments.

The regional financing receipts of Rp149 billion will be used to support a number of multi-year projects.

Governor Ansar emphasized that the budget preparation aligns with the 2027 Regional Development Work Plan (RKPD) and national development policies. The 2027 budget aims to ensure the continuity of regional development by strengthening economic growth, improving human resource quality, and promoting equitable development across the region. Key priorities include bolstering infrastructure and improving the welfare of the community.

This KUA-PPAS document serves as a joint guideline in preparing the 2027 APBD so that every program and activity truly provides real benefits to the community and is capable of addressing various development challenges in Kepri.

The provincial government reiterated its commitment to managing regional finances effectively, efficiently, transparently, and accountably. The 2027 budget policies are designed to enhance basic public services, focusing on education, health, maritime economy development, investment competitiveness, MSME growth, food security, poverty alleviation, and equitable infrastructure development. The goal is to ensure every allocated rupiah yields tangible benefits for the community and drives regional progress.
