Romania boosts resources for land registry after e-Terra system restart

Romania's land registry offices are bolstering resources and extending hours to manage a surge in applications after the e-Terra system resumed operation. The National Agency for Cadastral Information and Publicity of Real Estate (ANCPI) has deployed additional human and technical support across all its offices nationwide.

The e-Terra application experienced a significant increase in usage following its restart on August 12, 2026. On that day, 69,788 requests were registered, a substantial rise from the 42,057 requests recorded on the same date in 2025. The demand for cadastral extracts for authentication saw a particularly sharp increase, with 25,152 requests on August 12, 2026, compared to 5,281 the previous year.

High traffic and numerous requests caused temporary interruptions and extended wait times for the e-Terra application on August 12 and 13. ANCPI specialists intervened promptly to resolve these issues and ensure service continuity. The problem with exporting geometric data has also been fixed.

To accommodate the high volume of applications, ANCPI extended the submission hours for both in-person and online applications through e-Terra from 8:30 AM to 4:00 PM on August 12 and 13. The agency has also provided dedicated Call Center lines for user support and guidance on using the e-Terra application.

While the e-Terra system is now operational, other ANCPI IT platforms, including the Transcription and Registration Register (RTI), MyEterra, Property Register, Property Titles, and Geoportal, are still unavailable. Their restoration will be communicated in advance. The RTI system is currently down, preventing the issuance of certificates of encumbrances required for certain real estate transactions.
