Romanian Parliament Approves 16.68 Billion Euro EU Loan for Defense and Infrastructure

Romania's Chamber of Deputies has approved a significant loan agreement with the European Union, known as the SAFE (Sustaining Access to Finance for European SMEs) facility, worth approximately 16.68 billion euros. The bill passed with a strong majority of 198 votes in favor, despite a negative opinion from the Legislative Council. The legislation now proceeds to the Senate, which will make the final decision.

The agreement, signed in May 2026, is structured to provide Romania with advantageous financing conditions compared to traditional market borrowing. Initiators of the bill highlight that the estimated interest rate stands at 3.25%, a stark contrast to the roughly 6.75% expected from Eurobond emissions. Furthermore, each loan tranche will have a 45-year maturity, with Romania commencing principal repayments only in 2035.

Funding from this loan will be strategically allocated, with the defense sector receiving the largest share. Approximately 12.48 billion euros are earmarked for equipping the Romanian Army and developing related military infrastructure. An additional 4.2 billion euros will be directed towards national road infrastructure projects.

While the Chamber of Deputies has given its approval, the Legislative Council's negative opinion cited procedural concerns, deeming the approval process "contrary to the Constitution." Nevertheless, the bill's advancement to the Senate indicates significant political support for securing these funds, which are crucial for bolstering national security and enhancing transportation networks.
