Russia Preparing Major Energy Offensive Ahead of Ukraine's National Day, Intelligence Warns

Russia may be preparing a significant escalation of attacks targeting Ukraine's energy infrastructure in the coming weeks, with the objective of inflicting maximum damage before Ukraine's National Day on August 24. This assessment comes from the latest evaluation by the Institute for the Study of War (ISW), citing Ukraine's Center for Strategic Communications.

Intelligence suggests Russia could deploy its strategic missile reserves to maximize damage by the August deadline. Analysts believe Moscow might initiate its traditional winter campaign earlier this year, possibly in August, exploiting current vulnerabilities in Ukraine's air defense systems. Ukrainian President Volodymyr Zelenskyy reported on August 5 that Ukraine is receiving less than a third of the ballistic missile interceptors it received at the start of 2026, a deficit Russia has already exploited to cause substantial damage even with fewer missiles.

An early August offensive could also serve a secondary purpose: disrupting Ukraine's efforts to repair and fortify its energy infrastructure before winter. Ukraine is currently working to fix facilities damaged during the 2025-2026 winter campaign and protect them from anticipated renewed attacks. ISW warns that Russian strikes in August could significantly diminish Ukraine's capacity to prepare its energy system for the 2026-2027 winter, making subsequent Russian attacks even more destructive.

The scale of damage already inflicted is substantial. The previous autumn and winter campaign caused an estimated $64-70 billion in damages. Ukrainian Deputy Prime Minister Denys Shmyhal stated in early August that approximately 80% of Ukraine's energy production capacity has been damaged or destroyed, resulting in a production deficit of about six gigawatts. This assessment follows a massive Russian attack on the night of August 7-8, during which Russian forces launched six Iskander-M ballistic missiles.
