Strengthening parliamentary control and transparency of government bodies is vital for the stability and resilience of society, especially in times of crisis when fundamental human rights are at risk.

Notable contributions included insights from Ruslan Berdibaev of the Ombudsman's Institute, who stressed the vital role of the 'akykatchy' (Ombudsman) as a mediator between citizens and state bodies, particularly in navigating increasing legal risks. Tolekan Ismailova, director of "Bir Duino Kyrgyzstan," articulated the escalating threats to civil society and the imperative to adopt international standards of rule of law and transparency. Furthermore, Alexander Verkhovsky from the 'Sova' Center provided an international-legal perspective on countering extremism and protecting freedom of expression, reminding us that while freedom of speech is foundational to democracy, any limitations must be strictly necessary and legally justified. Finally, Bermet Borubaeva, an analyst and leader of the #BishkekSmog movement, presented a detailed analysis of climate financing and infrastructure projects, particularly concerning public transport modernization, underscoring the need for effective and transparent implementation of such initiatives.
