South Korean parties agree to process special prosecutor bill for election probe

South Korea's major political parties have reached an agreement to process a special prosecutor bill by the end of July. The legislation, officially titled the "Act on the Appointment of Special Prosecutors for the Investigation into the Truth of Election Management Failures such as Shortages of Ballots in the 9th National Simultaneous Local Elections," seeks to address alleged mismanagement during the recent local elections.

The agreement between the Democratic Party and the People Power Party outlines a process for appointing the special prosecutor. A special recommendation committee, comprising three members nominated by each negotiation bloc, will be formed. This committee will then select two candidates from recommendations by the Korean Bar Association and the Conference of Korean Law School Deans. The President will ultimately appoint one of these two individuals as the special prosecutor.

Discussions regarding the scope, scale, and duration of the investigation are expected to follow, with the parties aiming to reach a consensus. The parties have committed to passing the bill during the extraordinary parliamentary session in July. People Power Party Floor Leader Jeong Jin-seok stated that the agreement is a "preliminary agreement" and requires approval from each party's general meeting. He added that further reports on the formation of parliamentary standing committees would also be presented at these meetings.

The push for a special prosecutor comes in response to issues such as ballot shortages and other alleged management failures during the 9th National Simultaneous Local Elections. The agreement signifies a step towards addressing these concerns through an independent investigation.
