Struggling Finnish welfare region hired consultant to seek more state funding

The financially troubled Kymenlaakso wellbeing services county has repeatedly turned to communications agency Miltton for help in lobbying the state for more money.

A year ago, the county signed an agreement with Miltton that runs until November 2028. Under the arrangement, the county can order services as needed. The competitively tendered procurement has an estimated value of 150,000 euros.

At the same time, the county has launched cooperation negotiations covering its entire staff and is seeking about 40 million euros in savings. The region’s use of taxpayer money for lobbying comes as its employees face the threat of layoffs.
