Taereung Golf Course housing development gets conditional green light after heritage assessment

A large-scale public housing project planned for the Taereung Golf Course site in Seoul's Nowon District has cleared a significant hurdle, receiving conditional approval from the World Heritage Impact Assessment. The development, which aims to construct 6,800 apartment units, is located in close proximity to the UNESCO World Heritage-listed Taereung and Gangneung Royal Tombs.

The National Heritage Committee's joint committee, comprising the World Heritage and Royal Tombs divisions, granted conditional approval to the project's impact assessment report. This evaluation process is designed to gauge the potential effects of development projects on the outstanding universal value of World Heritage sites.

The committee's decision requires the Korea Land and Housing Corporation (LH), the project developer, to provide more detailed justifications within the assessment report regarding the project's impact on the World Heritage values. Additionally, measures must be put in place to ensure that the approved development plans are not altered arbitrarily in the future.

Officials from the National Heritage Agency stated that while some aspects of the assessment report require further refinement, the committee determined that the development plan's impact on the outstanding universal value of the Joseon Royal Tombs World Heritage site is not substantial. This conditional approval suggests a balancing act between the government's housing supply goals and the preservation of cultural heritage.

While there is a need to supplement some of the contents of the assessment report for the Taereung public housing development plan, it can be seen that the National Heritage Committee judged that the impact on the outstanding universal value of the Joseon Royal Tombs World Heritage is not very large.
