Taichung Man Who Refused to Pay NT$30,035 in Fines Finally Traced Through Farmers’ Association Account

A Taichung man who ignored payment notices and could not be found was eventually traced through a deposit account at a farmers’ association.

The 48-year-old Liu accumulated NT$30,035 in unpaid obligations after his vehicle was detected for noise pollution. The debt included a noise-control fine, vehicle license taxes and fines for 2024 and 2025, road-use maintenance and safety management charges, and compulsory automobile liability insurance.

The cases were transferred to the Taichung Branch of the Administrative Enforcement Agency from January 15. Officials found that Liu’s vehicle was more than 20 years old and were unable to locate him during a visit to his residence. Searches also found no deposits in ordinary financial institutions.

Beginning in May, the branch expanded its checks of Liu’s property and financial accounts. Records showed that he was insured through the Taichung City Farmers’ Association, leading officials to investigate an account there. They found enough money to cover the debt and issued a seizure order on July 21.

The farmers’ association notified Liu after withholding the funds, but he still did not respond. On August 31, officials issued a collection order directing the association to transfer the seized money to the relevant authority.
