Tainan City Targets Nearly 88,000 Underutilized Homes for Social Housing and Rental Programs

Tainan City is actively addressing housing needs by leveraging its substantial stock of underutilized residences, with nearly 88,000 homes currently having low usage rates, accounting for 11.6% of the city's total housing inventory. This presents a significant potential market for the city government's initiatives to activate private housing resources through policy guidance.

According to statistics from the Ministry of the Interior, in the first half of 114 [2025], Tainan City had 87,868 low-usage residences, accounting for 11.6% of the city's total housing stock.

The city is pursuing a multi-pronged approach to housing support, aiming to construct approximately 12,000 social housing units. This includes around 2,117 units to be built directly by the Tainan City Government and nearly 10,000 units planned by the central government's National Housing and Urban Development Center. Mayor Huang Wei-che emphasized that beyond building new social housing, the city is implementing diverse housing policies such as rental subsidies and landlord-tenant matching programs to alleviate housing cost burdens for young people and families with children.

Recognizing the declining birth rate and the housing demands of young families, the Tainan City Government's Urban Development Bureau is enhancing its housing support measures. Notably, the 'Yiju Xiaodong' social housing project will reserve 10% of its units specifically for newlywed couples and families with minor children. This initiative aims to provide stable and secure housing options for these demographics.

In addition to continuously building social housing, the city government is also using diversified housing policies such as landlord-tenant matching and rent subsidies to reduce the housing burden on young people and families with children.

Furthermore, the city is encouraging eligible families to take advantage of the central government's expanded rental subsidy program, which offers increased subsidies and relaxed income eligibility criteria for newlyweds and families raising children starting in the 2026 fiscal year. The Urban Development Bureau plans to continue revitalizing vacant homes, promoting the landlord-tenant matching program, offering rental subsidies, and ensuring protections for newlywed and child-rearing families. The city is also considering increasing the reserved proportion of units for these families to foster a more supportive living environment for young people who wish to marry, have children, and raise them with peace of mind.
