Taiwan Legislature Debate: Cheng Li-wen Calls for Normalcy, Chuang Jui-hsiung Questions Blue-White Leadership

Legislator Cheng Li-wen stated that a functioning legislature is the core of democratic politics, arguing that while presidents may change, a legislature is indispensable. She stressed the critical importance of a "normal legislature" for any democratic nation.

Responding to Cheng's remarks, Democratic Progressive Party (DPP) caucus whip Chuang Jui-hsiung agreed that a legislature is a vital component of democracy. However, he raised concerns about the current legislative session, questioning if it is operating normally under the leadership of the Kuomintang (KMT) and Taiwan People's Party (TPP).

Chuang criticized the current legislative dynamics, stating that a normal legislature should not be defined by loud arguments or the obstruction of proceedings. He pointed to significant budget cuts affecting national defense, transportation safety, and public media, as well as the prolonged delays in confirming appointments for key constitutional bodies like the Control Yuan and the National Communications Commission (NCC). Chuang argued that such actions paralyze essential government functions and do not reflect the public's expectation of a "normal legislature."

He further elaborated that democracy requires responsible governance, not just majority rule. While a majority can oversee the government, it should not lead to national stagnation. Chuang asserted that constant obstruction and paralysis without offering constructive alternatives amount to undermining democracy and eroding public trust in the legislature. He concluded by stating that while the DPP agrees on the importance of a normal legislature, the public is the ultimate judge of whether the KMT and TPP's leadership is moving the country forward or causing it to stall.
