Taiwan Overhauls Chinese Teacher Certification Test, Cuts Time and Cost

Taiwan's Ministry of Education is set to introduce a revamped "Test of Proficiency Huayu" (Test of Chinese as a Foreign Language - TOCFL) starting in 2026. The updated examination system aims to streamline the process for aspiring Chinese language teachers by reducing the number of written tests and lowering associated costs.

Under the new regulations, the original four written examination subjects will be merged into two comprehensive papers: "Chinese Language and Cultural Studies" and "Chinese Linguistics and Teaching Methodology." The oral examination, "Spoken Chinese and Expression," will remain unchanged. This consolidation is expected to significantly shorten the total examination time, from the previous 5 hours and 40 minutes to 3 hours and 20 minutes.

The new system will consolidate the original four written exams into two papers: 'Chinese Language and Cultural Studies' and 'Chinese Linguistics and Teaching Methodology.' The oral exam 'Spoken Chinese and Expression' will remain unchanged.

Furthermore, the registration fee for the written tests will be adjusted. Previously, the four-part written exam cost NT$1200 (approximately $37 USD). The new system will charge NT$1000 (approximately $31 USD) for the two written papers, while the oral exam fee remains NT$500 (approximately $15 USD). The ministry hopes these adjustments will reduce the burden on candidates and encourage more individuals to pursue certification.

To ensure a smooth transition, candidates who have already taken parts of the previous test between 2024 and the present year will be able to have their passed subjects recognized under the new system, based on guidelines to be announced in April next year. This provision aims to prevent candidates from having to retake sections they have already successfully completed. The ministry has also released sample questions and answer keys for the new written exams to help prospective test-takers prepare.
