Taiwan Parliament Speaker Criticizes Executive Yuan's Handling of Legislation

Legislative Speaker Han Kuo-yu sharply criticized the Executive Yuan's recent actions, accusing it of "weaponizing" the non-endorsement process and undermining Taiwan's constitutional framework. Speaking at the final session of the legislative term, Han stated that the executive branch's repeated use of non-endorsement on bills passed by the legislature effectively bypasses the principle of executive accountability to the legislature.

Han emphasized that the Legislative Yuan, composed of elected representatives, holds the constitutional right to oversee the Executive Yuan. He argued that the non-endorsement mechanism, when used excessively, nullifies this oversight function and disrupts the balance of power. The Speaker called for the Executive Yuan to engage in sincere communication with legislative caucuses to address these concerns.

During the session, Han reviewed the legislative achievements of the term, which included passing 95 major proposals. These covered areas such as national security, defense capabilities, aging population issues, childcare services, income tax, education, and road safety. He acknowledged the hard work of the legislators and the legislative staff throughout the demanding session.

Premier Cho Jung-tai made a personal visit to the Legislative Yuan before the session's conclusion. Han mentioned this meeting, stating he and Cho exchanged encouragement and urged the Premier to remember the responsibilities entrusted to him by the people and to jointly safeguard the hard-won democratic constitutional achievements. The next legislative session is scheduled to begin on September 1st.
