Taiwan's Military Launches 14 Measures to Boost Recruitment Amidst Demographic Challenges

Facing a significant decline in eligible conscripts due to low birth rates, Taiwan's Ministry of National Defense is rolling out 14 comprehensive measures to bolster military recruitment and reduce personnel attrition. The number of men eligible for conscription is projected to fall below 80,000 next year, highlighting the growing challenge of maintaining adequate military strength.

To combat this trend, the ministry is intensifying its outreach efforts. This includes establishing recruitment cooperation agreements with 116 universities and 432 high schools nationwide. These partnerships aim to promote national defense education and encourage students to consider military service. Additionally, the ministry is enhancing its media presence and organizing campus visits and experiences to familiarize potential recruits with military life.

Financial incentives are also a key component of the new strategy. Recruitment bonuses are being increased, and the salaries for volunteer soldiers are being raised. Those who fail to meet their targets may be reassigned, while successful recruiters will be publicly recognized and rewarded. Efforts are also underway to improve the recruitment team's staffing levels.

Beyond recruitment, the ministry is focusing on retention and improving the overall service environment. Measures include the "Xing'an Project" to upgrade living quarters, enhancing career progression opportunities, and providing better support for new personnel. The goal is to create a more attractive and sustainable career path within the armed forces, encouraging both initial enlistment and long-term commitment. Despite these efforts, the number of successful recruits has seen a year-on-year decrease since 2023, although the overall personnel fill rate remains stable.
