Tapiola residents wait a decade for pedestrian bridge, face ongoing construction chaos

For almost a decade, residents of Tapiola in Espoo, Finland, have navigated their neighborhood via temporary scaffolding and bridge structures, a situation that has become a significant point of frustration.

The original pedestrian bridge over Itätuulenkatu was demolished between 2016 and 2017 to make way for construction projects that are still ongoing. The temporary replacements have created a host of problems, including difficulties for ambulances needing to access certain areas, posing safety risks for pedestrians, cyclists, and e-scooter users sharing narrow pathways, and hindering the mobility of the elderly and those with physical limitations.

Jerry Ylilammi, chairman of the housing company at Itätuulenkuja 1, expressed his weariness with the prolonged disruption. "I moved here in 2008 and have seen the whole arc," he stated. The delays are also affecting the local economy. "It has been difficult to get tenants for the commercial spaces, and they have to be rented at quite a low price," Ylilammi added.

Housing company chairpersons in the area have appealed to the Espoo city council for the completion of the pedestrian bridge. While the eastern section is partially built and slated for completion by the end of 2027, the western side faces further delays. Samuli Joki, product management director at YIT, explained that construction is market-driven and cannot begin until clients are secured, particularly for the Itätuulenkuja 6 project, which is crucial for connecting to the pedestrian bridge. Espoo project director Petri Vainio acknowledged that the completion of Itätuulenkuja 6 is key to advancing the bridge project, though its timeline remains uncertain.
