Teachers Concerned After Being Assigned to Schools in Another Ward Without Transfer Orders

Eight teachers have started teaching in another ward, but they still do not have the official decisions that would formally transfer them there. The teachers from the former Bui Thi Xuan Primary School in Tuy Hoa Ward were assigned to Nguyen Kim Vang Primary and Lower Secondary School in Binh Kien Ward after a school reorganization.

They were told to report to the new school from September 5 on the direction of the Tuy Hoa Ward People’s Committee. The teachers say they received neither a decision nor an official document on their transfer or reassignment. Some also question the criteria used to select the eight people sent to Binh Kien.

One teacher said, “We still have not received any decision that would give us peace of mind at work. We did not ask to change schools, and some teachers are older and face difficulties traveling.” The teachers also worry that after moving to Binh Kien, they could be assigned to schools even farther away.

Nguyen Cong Thanh, chairman of the Tuy Hoa Ward People’s Committee, said authority over teacher transfers belongs to the provincial Department of Education and Training. Tuy Hoa has submitted a proposal to the relevant agencies to transfer the teachers’ staffing positions to Binh Kien. Until the formal decision arrives, the teachers remain on the payroll and under the management of their former unit. Their principal assigned them to the new school so classes would continue without interruption.

Thanh said the school’s staff council had discussed and agreed on the personnel criteria. On September 4, Tuy Hoa submitted a proposal to the provincial departments of Home Affairs and Education and Training, asking them to advise the provincial People’s Committee on transferring teacher positions between the localities in line with the handover of school sites.
