Terror-Free Türkiye initiative reaches the legal phase

President Recep Tayyip Erdoğan has announced that Türkiye is moving the "Terror-Free Türkiye" initiative to its legal phase, aiming to accelerate the dissolution of terrorist organizations. A new legal framework is being developed to expedite this process, with consultations nearing completion before submission to Parliament. The proposed regulation is intended to be time-bound and stand-alone, clearly defining its scope, implementation period, and oversight mechanisms, and will not function as a general amnesty or pardon.

The "Terror-Free Türkiye" goal, first announced in 2024, has seen several critical stages, including decisions on the terrorist organization's dissolution, weapons burning, and the establishment of a Process Commission. Despite repeated assurances of determination from state officials and the People's Alliance, misleading interpretations continue to challenge the process. Türkiye's strategic position has also been complicated by regional conflicts, including the war in Ukraine, the Syrian civil war, and the conflict involving Israel and Palestine, alongside U.S.-Israeli actions concerning Iran.

Developments related to the YPG in Syria and PKK extensions in Iraq and Syria have also presented possibilities for external interference aimed at delaying the organization's dissolution. Nevertheless, the process has reportedly reached the stage of "legal and institutional regulation" without significant incident. Parliament Speaker Numan Kurtulmuş previously outlined the general framework for this legal regulation, emphasizing its distinct nature from broader amnesty or pardon measures.
