Tiered retirement system proposal closely watched in Turkey

A proposed tiered retirement system is generating significant attention among Turkish workers, with many closely following its potential implementation. The concept aims to gradually adjust retirement age and premium requirements.

However, as of now, there is no official legislation enacted for this tiered retirement system. While various legal proposals have been submitted to the Turkish Grand National Assembly, they must complete commission and general assembly processes before potentially becoming law. Consequently, there is no confirmed official decision regarding the commencement of a tiered retirement system.

The tiered retirement system is of particular interest to several groups of workers. This includes individuals whose insurance registration began after September 8, 1999, those who fall outside the scope of the "Trabzon Province" (EYT) regulations, and insured individuals who have met their premium day requirements but are still awaiting the age criteria. Millions of workers anticipating a new regulation for retirement conditions are closely monitoring developments.

If a tiered system is eventually introduced, the specific scope and conditions will be determined by the forthcoming legal regulations. Publicly discussed proposals include a tiered age application based on the initial insurance start date, a gradual adjustment of premium day requirements, and basing retirement on the duration of insurance coverage. Other suggestions involve reducing the premium day requirement for Bağ-Kur (social security for self-employed and small business owners). It is important to note that none of these proposals have yet been formalized into law.
