Top graduates may enter Kyrgyzstan’s civil service reserve without competition

University graduates who receive honors diplomas may enter Kyrgyzstan’s civil and municipal service personnel reserve without going through a competitive selection, a senior state personnel official said.

Myktybek Omurzakov, head of the personnel policy department at the State Agency for Civil Service and Local Government Affairs, announced the possibility during an interview with Birinchi Radio.

He said certain categories of graduates could be included in the reserve without the standard selection procedure. Candidates normally pass a process established by law before they can seek positions in state and municipal executive bodies.

The proposal follows a February 2025 initiative from President Sadyr Japarov to admit graduates of the Akylman presidential lyceum and Kyrgyz citizens who studied at foreign universities under the El Umutu international presidential scholarship without competition.
