Trump Envoys Arrive in Moscow for Talks with Putin on Reviving Ukraine Peace Negotiations

A special U.S. aircraft carrying White House envoys Steve Witkoff and Jared Kushner landed in Moscow for talks with Russian President Vladimir Putin, in a bid to revive negotiations over the war in Ukraine.

The aircraft arrived at Moscow’s Vnukovo airport from the United States and entered Russian airspace from Finland, according to TASS. Kremlin envoy Kirill Dmitriev, who has held numerous meetings with Witkoff in both Russia and the United States over the past 18 months, received the delegation. The envoys were expected to travel by road to the Kremlin.

The visit followed a request from U.S. mediators for security guarantees from both sides. Ukrainian President Volodymyr Zelenskyy announced a temporary suspension of airstrikes against Russian territory and called on Russia to take the same step. “Russia must do the same,” Zelenskyy said in his traditional address, adding that he wanted the visit and the talks with the American side to be as constructive and substantive as possible.

Witkoff and Kushner had not visited Moscow since January and had never traveled to Kyiv, despite Zelenskyy’s repeated calls for them to do so. U.S. President Donald Trump said his envoys were carrying “a proposal to end the war,” adding, “Because I ended eight wars.”

Putin had agreed to meet Witkoff and Kushner but remained opposed to a possible three-way summit involving the United States and Ukraine unless the meeting would be held to sign a final peace agreement. Russian-Ukrainian negotiations have been stalled since February, when a U.S. and Israeli military operation against Iran began.
