U.S. Grants Lukoil Extension for Certain Transactions Until August 22

The United States has granted Lukoil International GmbH an extended deadline of August 22 for certain transactions, offering a crucial transition period as the Russian energy giant navigates U.S. sanctions. The U.S. Treasury Department's decision does not lift the sanctions imposed in October 2025 but provides temporary relief for operations while Lukoil seeks buyers for its international assets.

Since the sanctions were levied, Lukoil has been under pressure to restructure its global operations. The company possesses significant assets, including refineries, gas stations, and other businesses across various countries, with an estimated international value of approximately $22 billion. In Romania, Lukoil's holdings include the Petrotel-Lukoil refinery in Ploiești and a network of gas stations, making any changes in ownership a subject of keen interest.

Following the initial sanctions, several potential buyers expressed interest in acquiring parts of Lukoil's portfolio. The U.S. administration has repeatedly extended the transaction window to facilitate these potential deals. However, the Office of Foreign Assets Control (OFAC) has imposed strict conditions on these operations.

Any proceeds from the sale of Lukoil's assets must be deposited into a U.S.-controlled account and will remain frozen until the sanctions against the company are lifted. This ensures that the funds are not immediately accessible to Lukoil while under sanctions, maintaining pressure on the company.
