Hundreds of thousands of care workers in the UK might be excluded from the government's new, stricter immigration policies. Burnham is also accelerating the review of the sector, originally scheduled to conclude in 2028. While the exemption measure may not be included in the Prime Minister's upcoming speech on the National Care Service, it could be implemented later in the year after a public consultation.

Burnham has prioritized reforming the social care system, a task he attempted unsuccessfully over 15 years ago as health secretary. He believes the system is broken and that politicians have historically shied away from making necessary, difficult decisions. "You can't leave social care like this. And this is part of my criticism of Westminster. It has flinched over the years from these big decisions," he remarked.

Social care providers have voiced concerns about the potential impact of the proposed immigration rule changes. They argue that doubling the time required for migrant workers to qualify for indefinite leave to remain could disproportionately affect the sector, exacerbating existing staffing issues. Unison, the country's largest union, stated that vulnerable people will not receive adequate care unless ministers focus on recruitment and retention, urging them to drop plans that could hinder migrant workers.
