UK gives councils more power over betting, vape shops

Prime Minister Andy Burnham has unveiled new government measures designed to empower local councils and reshape Britain's high streets. The proposals aim to curb the proliferation of betting shops, vape shops, and adult gaming centers, which the government argues have contributed to the decline of town centers.

For many people, the high streets they grew up with have been hollowed out and become unrecognisable over decades of decline. The rise of vape shops, betting shops and rogue operators have replaced the shops, services, and community spaces that people are crying out for.

Under the new plan, local authorities would receive enhanced powers to refuse applications for new betting shops. Additionally, vape shops and adult gaming centers would be mandated to secure planning permission before opening. A significant change involves revoking the Gambling Act's "Aim to Permit" rule, which currently restricts councils' ability to block new betting shops and 24-hour slot machine establishments, even when local opposition is strong.

Burnham stated that these changes are intended to return control to communities. The government also plans to refine the definition of a vape shop to prevent businesses from circumventing the new regulations by labeling themselves as convenience stores or general retailers. The measures are expected to be implemented at the start of next year, with vape shops facing particular scrutiny regarding their proximity to schools. The initiative reflects a commitment to restoring high streets and giving local residents a more significant voice in their community's development.
