Ukraine Appoints New Foreign Intelligence Chief Amid Security Overhaul

Ukrainian President Volodymyr Zelenskyy has appointed Rustem Umerov, the current Secretary of the National Security and Defense Council, to lead the Foreign Intelligence Service. This move is part of a significant restructuring of Ukraine's security apparatus.

Umerov's appointment follows a series of high-level changes announced by Zelenskyy in July, which also saw the dismissal of Defense Minister Oleksii Reznikov and General Valerii Zaluzhnyi, the Commander-in-Chief of the Armed Forces. Igor Klimenko, the former Interior Minister, is set to take over Umerov's previous position as Secretary of the National Security and Defense Council.

In his new capacity, Umerov will oversee a broad portfolio that includes diplomatic efforts, defense strategy, and negotiations with the United States and other international partners. His mandate also extends to advancing discussions aimed at ending the ongoing conflict. Zelenskyy indicated that Umerov's responsibilities will include managing the implementation of the agreement between Ukraine and the European Union concerning drone production.

Umerov, who previously played a key role in negotiations between Ukraine and Russia, is expected to leverage his experience in his new intelligence leadership role. The reshuffling of the security sector underscores Zelenskyy's efforts to adapt and strengthen Ukraine's defense and intelligence capabilities amidst the protracted war.
