Ukraine reportedly offers Russia Black Sea truce as food supply fears grow

Ukraine has extended an offer to Russia proposing a mutual cessation of attacks targeting civilian infrastructure in the Black Sea, according to a report citing a source familiar with the matter. This initiative comes as escalating strikes on vessels and ports have intensified concerns over the stability of global food supplies.

The proposal for a suspension of attacks was reportedly transmitted by Kyiv via an intermediary, with Ukraine now awaiting a response from Moscow. Both Ukraine and Russia, significant global agricultural players, have exchanged accusations of escalating attacks on shipping used for exports. This has led to increased volatility in grain markets, with European wheat prices paring gains after the report emerged.

Kyiv has been compelled to seek alternative shipping routes after many shipowners ceased calls at southern Ukrainian ports, including Odesa, in late July due to Russian strikes. Concurrently, Russia suspended operations at its Black Sea port terminals in Novorossiysk following a Ukrainian attack, signaling further potential reductions in its grain exports. Deputy Russian Foreign Minister Alexander Grushko stated that Moscow had not received any formal Black Sea cease-fire proposals, noting that while various ideas are being floated, no official offer has been formally presented.

The ongoing conflict has severely impacted Ukraine's grain exports, which have fallen by 76% year-over-year in August. Russia's withdrawal from a UN- and Türkiye-brokered deal that previously allowed Ukrainian grain exports has exacerbated the situation. Ukraine has since established an alternative sea route, but its capacity is limited compared to the previous agreement. Türkiye has expressed concerns to both nations, urging a moratorium on Black Sea attacks, as the de facto blockade continues to threaten vital food supplies and Ukraine's war-ravaged economy.
