This marked Guterres' first trip to Syria since assuming his role and the first by a UN chief to the country in 17 years.

He affirmed his determination to support the transition phase, which he believes is moving in the right direction with international backing. Addressing recent violence, Guterres stressed the need to complete processes of reconciliation and accountability, noting indications of a commitment to resolve these issues.

The UN chief also emphasized the urgent need for international political and economic support for Syria's reconstruction and recovery. He called for a "total lifting" of sanctions and for investments from international organizations and countries to aid the nation's path to stability. Regarding the occupied Golan Heights, Guterres reaffirmed that "violations of Syria's sovereignty are unacceptable" and that Israel must adhere to the 1974 Separation Agreement. He noted that his meetings with local officials in Al Quneitra province were very fruitful and announced that a detailed report on Israeli violations in Syria would be presented to the Security Council.
