UN: July saw highest monthly civilian deaths and injuries in Ukraine since March 2022

Civilian casualties in Ukraine surged in July, reaching the highest monthly total since March 2022, according to the UN Human Rights Monitoring Mission in Ukraine (HRMMU). Russian forces were responsible for 3,047 civilian deaths and injuries last month.

The mission verified at least 437 civilian deaths and 2,610 injuries in Ukrainian-controlled territory in July. This marks a 30% increase from June and a 70% rise compared to July 2025. The number of deaths alone is the highest recorded in a single month since May 2022, and child casualties are at their highest since April 2022.

"Every month this year the number of civilians killed and injured has been increasing. The trend has sharply accelerated in July," stated HRMMU chief Danielle Bell. The mission noted that it does not have access to Russian-controlled territories, meaning the actual figures could be higher. The total number of war-related civilian casualties this year has increased by 44% compared to the same period in 2025.

Kyiv was among the most affected cities, with 54 deaths and 202 injuries reported in July. The HRMMU also noted civilian casualties in Russia, where authorities reported 79 deaths and 601 injuries from Ukrainian attacks, though this figure could not be independently verified. The report highlighted a significant increase in Russia's use of missiles and drones, which were the main cause of civilian casualties, accounting for 38% of the total.
