US 25% Tariff Takes Effect in Brazil, Which Announces Aid for Companies

A 25% U.S. tariff on a segment of Brazilian imports took effect Wednesday, prompting Brazil's government to announce a substantial credit line for affected businesses. The U.S. Trade Representative's office initiated the tariff after concluding that certain Brazilian policies unfairly disadvantage American companies.

These allegedly "discriminatory" practices cited by the USTR include the PIX payment system, barriers to accessing Brazilian markets in sectors like automotive and fuel, anti-corruption efforts, intellectual property laws, and illegal deforestation. The new tariff is expected to impact 18% of Brazilian exports to the U.S., though some trade associations estimate the effect could be as high as one-third of exports. Industrial machinery, sugar, ethanol, wood, and footwear are among the most affected products, although the U.S. exempted key items like meat, coffee, and petroleum.

In response, the Brazilian government launched a new credit program, 'Brasil Soberano III,' offering up to 18.5 billion reais ($3.65 billion) in advantageous terms. While Brazil had previously signaled intentions to enact "reciprocity" measures, the focus has shifted towards supporting domestic companies. Vice President Geraldo Alckmin and other ministers have emphasized aid for businesses over immediate retaliation.

Brazilian industry sectors have expressed reservations about engaging in a tariff escalation with the U.S., a major trading partner. The Lula administration, after meeting with 22 impacted sectors, is prioritizing negotiations. The credit program will primarily use Treasury resources, with a smaller portion from the state development bank. Despite the U.S. decision, there is a sentiment that dialogue and adaptation are key, rather than expecting global collapse.
