US Senate approves tough new sanctions on Russia and Iran

The United States Senate has approved a significant bipartisan bill that strengthens sanctions against Russia and Iran, marking a decisive move in U.S. foreign policy. The legislation passed with a commanding majority of 86 votes in favor and 11 against, concluding a negotiation period that spanned more than a year and a half between Republican and Democratic lawmakers.

This new bill empowers the U.S. government to impose substantial tariffs, potentially reaching 100%, on the top five purchasers of Russian oil and gas. It also targets countries that facilitate the evasion of existing sanctions against Russia's energy sector. Furthermore, the sanctions regime has been extended to include Iran, a measure added to the bill at the request of President Donald Trump several weeks prior.

The legislation, known as the Russia Sanctions Act, was initially introduced in April 2025. Its primary objective is to increase pressure on Moscow concerning its ongoing conflict in Ukraine and its occupation of Ukrainian territory. The bill's passage is seen by many as a strong statement of U.S. support for Ukraine.

Members of both parties acknowledged the pivotal role of the late Republican Senator Lindsey Graham, who championed the bill before his passing in July. Democratic Senator Chuck Schumer remarked on Graham's long-standing advocacy, suggesting his wishes were being realized. Schumer emphasized that the sanctions bill sends an "unequivocal message" to Moscow, affirming the United States' unconditional support for Ukraine and its commitment to finding new ways to back the country.

The bill now proceeds to the House of Representatives for consideration. However, its progress there will be delayed as representatives are currently away from Washington for the August recess.
